November 12: Cuban President Raul Castro met with the Russian Minister of Civil Defense and Emergency Situations, Serguei Shoigu, who is on an official visit to the Caribbean nation. During the meeting, Raul and Shoigu expressed their satisfaction at the cooperation advances between the Civil Defense ministries of both countries, the Cuban Television reported. Raul asked the distinguished visitor to pass on greetings to Russian President Dimitri Medvedev and to the Russian people and he reiterated the Cuban people’s gratitude to Moscow for the assistance received after the devastation caused by hurricanes Ike, Gustav and Paloma. Also present in the meeting were the Minister of the Cuban Revolutionary Armed Forces, Army Corps General Julio Casas Regueiro; the Chief of the Civil Defense National General Staff, Division General Ramon Pardo Guerra; and the Russian Ambassador in Havana, Mijail Kamynin; as well as members of the visiting delegation (ACN, 13/11/09).

November 16: The Cuban Defense Ministry has announced that large-scale military exercises will take place in the country on November 26-28. The three-day Bastion-2009 drills will be held on the eve of the National Defense Day, which is celebrated in Cuba on November 29. "The Bastion-2009 strategic exercises will be held through the country on November 26-28 as part of a program aimed at strengthening Cuba's defense capability," the ministry said in a statement. "The drills will comprise different types of tactical exercises with the participation of units from the Fuerzas Armadas Revolucionarias [Revolutionary Armed Forces], the Interior Ministry and components of territorial defenses," the statement said. The exercises were originally planned for 2008, but had to be postponed because of the three devastating hurricanes that hit the country last year. Previous large-scale military exercises, the Bastion 2004, involved several million people although Cuba's Revolutionary Armed Forces number some 49,000 regular troops and at least 39,000 reserve personnel, according to open sources (RIA Novosti, 17/11/09).

Noviembre 21: El gobierno y las Fuerzas Armadas de Cuba aseguran que es una "necesidad de primer orden" la maniobra militar estratégica que tendrá lugar la próxima semana en la isla, dada la actual situación de "confrontación entre Cuba y el imperio" (Estados Unidos), informó la prensa oficial. El diario Granma, portavoz del gobernante Partido Comunista de Cuba, cita en ese sentido al segundo jefe del Estado Mayor General de las Fuerzas Armadas, general de división Leonardo Andollo. Según el periódico, "Andollo enfatizó que este ejercicio defensivo posibilitará elevar la capacidad disuasiva para evitar una confrontación militar, acorde con el principio de que no hay mejor manera de ganar una guerra que evitándola". La maniobra "Bastión" se efectúa anualmente en la isla y consiste en preparativos para enfrentar una invasión. Andollo afirmó que el de 2009 será "el más importante ejercicio militar de los últimos cinco años en Cuba", y que "se desarrollará con austeridad, pero con eficiencia", añade el diario. Washington ha reiterado que no tiene intención de utilizar la fuerza militar en la isla (EFE, Cubaencuentro, 21/11/09).

Noviembre 25: Cuba inició maniobras militares intensivas con las que pretende disuadir a sus potenciales enemigos, las primeras en ejecutarse bajo el mando de Raúl Castro y también desde que Barack Obama ocupa el mando en la Casa Blanca. Estados Unidos utiliza la crisis económica para provocar desórdenes sociales y la ingobernabilidad en Cuba, como antesala de un ataque aéreo. Ésta es, en esencia, la hipótesis principal del ejercicio militar Bastión 2009, que se realizará en Cuba y será la primera maniobra de su tipo que considere una reacción de fuerza ante un estallido social. Esta vez el ensayo comienza desde una situación de tiempo de paz, dijo a la televisión el segundo jefe del Estado Mayor General de las Fuerzas Armadas Revolucionarias, el general de división Leonardo Andollo. En el escenario se prevé “el aumento de la actividad subversiva del enemigo, encaminada a provocar desorden social e ingobernabilidad, aprovechando para ello la situación que se ha creado (…) como consecuencia de la crisis financiera y económica de carácter mundial (…) los efectos del bloqueo y las serias afectaciones” por el paso de los huracanes de hace un año, señaló el jefe militar. Andollo no entró en detalles sobre esa parte de la hipótesis, pero las ilustraciones a sus palabras dieron las pistas sobre la situación que está considerando el gobierno. Mientras hablaba el general, la pantalla mostraba fotografías de los estudios de Radio y TV Martí (las emisoras oficiales estadunidenses que transmiten hacia la isla), tumultos callejeros y salida de balseros como en 1994, y autobuses urbanos colapsados o desbordados de pasajeros (AP, La Jornada, 26/11/09).

November 26: Cuban President Raul Castro checked the development of the first day of the Bastion 2009 strategic exercise that is underway until November 28 all across the country. Raul, who is also the President of the National Defense Council, listened to reports by the chiefs of the Eastern, Central and Western Armies regarding the operational situation simulated for this military drills: the period of crisis that precedes a large-scale enemy aggression. Raul urged everyone to never stop fighting regardless of the situation and he recalled that, when contact with the higher commands is lost, each one – a division general, a sergeant or a soldier - has to become the commander in chief of his or her own mission. “The goal is to never surrender, never stop fighting,” he said. “And this is not mere rhetoric. We have proven it throughout our history,” Raul stressed (ACN, 27/11/09).

November 29: Cuba's armed forces concluded the "Bastion" military exercises - the largest in the past five years and the first since Barack Obama came into the White House - to practice fighting off a US invasion under the direct supervision of the island's president, General Raul Castro. Castro visited some of the areas where exercises were conducted and met with commanders and soldiers, and he praised the work of the new generations within the army, according to statements released by the island's media.
"The organization achieved, the same to confront a military attack as a hurricane, is what inspires greater respect, more than any type of weapon," Castro said. Cuba celebrated National Defense Day with military maneuvers and tactical exercises by the armed forces, the Interior Ministry and other elements of the island's defense system (EFE, 29/11/09).
